Even that constitution can’t clean a street or build a sewer; it can’t run a center or provide a vaccine; it can’t teach a child or care for an elderly person. Most modern constitutions depict the key standards of the state, the designs and cycles of government, and the fundamental liberties of citizens in a higher regulation that cannot be uniquely different from a normal authoritative demonstration.
